Does the 10% transaction fee apply to both buying and selling?

I noticed the white paper said “all” transactions so I guess I’m asking if “all” means “all”. haha. Just want to confirm if a user would pay the 10% for selling also. Just thought I’d verify because I have seen other projects that use the word “all” but they are referring only to purchases.

usually the tax is also even on simple transfers as well

you pay to send reflection w/any transaction look at your transaction logs
sometimes I see reflections so I search on wallet address to see some action
